My daughter a Hermosa Beach native was visiting me with her dog Bagel. She is a responsible dog owner who let Bagel out of her harness to chase a ball in the little park by my house. No one around until a Hermosa Beach police officer pulls up on the grass in his patrol car and gives her a $250 ticket because her dog was off leash.
