Your drivers are crazy. They speed up and down the roads here as if they are gods gift to earth. They ride on your tail, change lanes erratically and have no sense of safe driving.

Bummer you don't have negative Stars. 1 star is way to good for you guys. I have only had my property in my possession for 14 days. Boone electric charges me $0. But you guys want $53. One month in advance and even though I have only had possession of my investment property one month, you don't pro rate me for 14 days you just round it up to the 1 month minimum charge. Took me 2 days to actually talk to someone cause I guess I am paying for answering service! Cant believe the board of commission lets you guys get away with all the lunches, meetings etc. Guess Im paying for this poor service.

I am not truly rating this service (but stars need to be added to comment here), but I am commenting as a result of a previous review written by Kirby, who had already received a refund for the new-resident over-billing by the time she wrote her Google review.

The BCRSD does base its billing for service on a three-month average, and we do this to either use a lower winter-time average or to allow customers the opportunity to request a lower three-month average any time they call for such a review. Customers are encouraged to contact BCRSD for a usage review any time they feel it will be to their benefit.

Unfortunately, with a very small team, precious staff-hours are not available to update monthly bills according to actual usage, because that update is very time-consuming. To do this would currently require the BCRSD hire more staff (which in turn increases customer rates, which is avoided at every possible turn). If the actual usage were to apply to monthly billing, there would not be an option to forego billing for outdoor usage, such as swimming pools or landscaping purposes, and perhaps not for water leaks. BCRSD staff continue to maintain that use of the three-month average is a benefit to the customer, but when it seems that it is not, we are open to considerations to make the billing fair for both the customer and for BCRSD.

We do rely on the partnership with Boone Electric to assist in keeping our rates as low as possible. The BCRSD has an agreement with Boone Electric to issue billing statements, collect payments for sewer service, and to provide other light accounting duties, all of which are afforded for the BCRSD at a lower cost than keeping all these functions internal. The partnership with Boone Electric is intended to be a convenience to County customers who might otherwise have to receive yet one more utility bill for an independent utility. At this time, to eliminate this relationship with Boone Electric would be a disservice to our customers, as rates would increase to hire additional staff or hire other more expensive vendors to provide the same services. This relationship with Boone Electric also allows us to track resident and ownership activity within our service area, to ensure we are billing the appropriate responsible party, to ensure we are able to bill tenants for sewer service on behalf of property owners and managers, and to make sure that everyone connected to the public sewer main is paying their fair share instead of getting a free ride (something that can increase fees for other customers who ARE fulfilling their responsibilities for the utility). We understand that the relationship with Boone Electric can be confusing for new customers, and we are happy to address any questions related to customer concerns as they arise.
